Yes. Any time you open the AC circuit, refrigerant escapes and oil charge drops. Have a shop evacuate and recharge the system once the condenser is installed and connections are tight.

Do I need special tools to remove the old condenser and install this one?

Basic hand tools and a socket set handle the job. You'll need to disconnect the refrigerant lines (which requires a recovery machine at a shop) and unbolt the mounting brackets. No welding or fabrication.
